Is your CTS or other wardrobe lagging? Use VPN and change your region. For example, if you live in or are using VPN set to the Americas and it's lagging, try Europe. If Europe is laggy, try the Americas, etc. Each region will get more laggy depending on the time of day, so just rotate it and keep wardrobing to our heart's content.

First you must purchase the basic pack, which is about the price of most other hair in SL but with no styling or other options other than variations of the color you picked. Next, to get those styling and other options, you must shell out an additional 150L, making it some of the most expensive hair in SL. Consider this: Mina's wet/dry hair that is literally two entirely different hairs costs 400L. That's about 50L less.
